
This report, and each of its chapters herein, collectively constructs a comprehensive picture of how power is exercised, negotiated, and contested across Nepal’s federal governance system. The themes explored – lawmaking, political systems, development, ethnocultural and environmental governance, citizen dissatisfaction, and grievances – are not standalone concerns. Rather, they are interconnected arenas that shape the democratic character of the state. Strengthening democracy and federalism in Nepal requires addressing these areas holistically, ensuring that institutions not only exist in form but function in ways that are participatory, transparent, and responsive to the public. This report seeks to contribute to that effort by offering evidence, analysis, and a call to action for more accountable, inclusive, and resilient governance in Nepal.
